Migration support
Migration support/advice of foreign students and foreign teachers of the University is provided by the Department for Work with Foreign Students.
Migration support includes a wide range of different issues related to ensuring compliance by the university, foreign students and teachers with the migration legislation of the Russian Federation, including:
preparation of invitations
registration of foreign citizens for migration
Compliance of foreign students with migration legislation
Each foreign student is obliged to know in full the Rules of stay, residence and movement of foreign citizens studying and/or entering the University of Education, first of all, the following most important extracts from them:
Foreign citizens studying at the Federal State University of Education are subject to migration registration:
- every time a foreign citizen enters the Russian Federation;
- when changing the place of residence on the territory of the Russian Federation;
- Foreign citizens studying at the Federal State University of Education must extend their temporary stay (visas) in a timely manner: no later than 40 calendar days before the expiration of the visa and no later than 25 calendar days before the expiration of the registration period at the place of stay;
- in case of loss of a passport (or other identity document of a foreign citizen), the foreign citizen must first contact the police authorities at the place of the alleged loss with a statement about the loss of documents and obtain a certificate (protocol, resolution) about the loss of these documents. The received certificate must be submitted to the embassy of his/her country in the Russian Federation (in case of loss of passport for its restoration);
- in case of damage or loss of a migration card, a foreign citizen must, within 3 days, report this to the migration department of the territorial body of the Ministry of Internal Affairs of Russia nearest to his location. The specified authority, upon presentation by a foreign citizen of the documents on the basis of which he entered the Russian Federation, issues him a duplicate migration card free of charge;
- if the tear-off part of the notification form for the arrival of a foreign citizen at the place of stay is lost, to obtain a duplicate, contact the appropriate migration department of the territorial body of the Ministry of Internal Affairs of Russia at the place of stay (place of residence) or the department for work with foreign students if the foreign citizen lives in one of the dormitories of the Federal State University of Education.
NEW RULES for foreign citizens entering the Russian Federation under the visa-free regime
ATTENTION! Starting from June 30, 2025, foreign citizens entering Russia under the visa-free regime will need to complete preliminary digital registration through the «Gosuslugi RuID» application.
After submitting the application no later than 72 hours before entering the Russian Federation, it will be necessary to obtain a QR code, which is presented when crossing the border.
In emergency cases (illness, death of a relative), the application can be submitted at least 4 hours before arrival.
The following are exempt from registration:
- citizens of Belarus;
- children under 6 years old;
- those entering with a visa or with a temporary residence permit (TRP) / permanent residence permit (PRP).
For children aged 6 to 18, the application is submitted by parents or legal guardians — provided they have their own valid entry permit.

Foreign citizens studying full-time at the State University of Education in bachelor's, specialist's, master's degree programs, or in a program for training scientific and pedagogical personnel in postgraduate studies (aspirantura), are given the opportunity to apply for a temporary residence permit for the purpose of education (TRPE).
